Town enacts Halloween ordinance

PHENIX — The Town of Phenix recently ordained that no juvenile older than 12 may solicit residents of the town for “Trick or Treat” nor continue it past 9 p.m. on the date that Halloween is observed. “Oct. 31 is nationally recognized as Halloween: that date shall be the only date in a calendar year that children may solicit citizens of the town for ‘Trick or Treat,’” the ordinance cited. In Virginia it is illegal for those older than 16 to conceal their identity, wear any mask, hood or other device whereby a substantial portion of the face is hidden or covered so as to conceal the identity of the wearer, to be or appear in any public place or upon any private property in the Commonwealth without having first obtained from the owner or tenant thereof consent to do so in writing, according to Virginia State Code. The law cites that the provisions of the section does not apply to those wearing traditional holiday costumes.
